Foreign Office, October 19, 1904. I HAVE received your despatch No. 315 of 25th August, respecting the monopoly for the sale of camphor which it was sought to establish in the Province of Fukien.

I approve the representations which you made to the Chinese Government, and

the language you held to your Japanese colleague on the subject.

I request that you will convey to His Majesty's Consul at Foochow my approval of his action, and my appreciation of the energy shown by him throughout in his conduct of the matter.
